Here is what Murphy's proposed package includes:
Firearm changes
Requiring firearm safety training to receive a permit to purchase a gun or firearm ID card.
Making gun owners keep their firearms in securely locked box or container; in a location that a reasonable person would believe to be secure; or to secure the firearm with a trigger lock.
Raising the minimum age to purchase long guns from 18 to 21, aligning it with the minimum age for a handgun. The law would still allow those at least 18 years old to possess a long gun for purposes of hunting; military drills; competition; target practice; training; or under the supervision of a parent or guardian.
For gun buyers
Requiring newly manufactured guns to be microstamped to allow law enforcement to link bullet cases to a specific firearm.
Establishing electronic recordkeeping of ammunition sales. Records are now often handwritten into log books.
Banning .50-caliber firearms, which the Legislature tried to do in 2013, but the bill was vetoed by then-Gov. Chris Christie.
Holding gun manufacturers "liable for the public harm they cause" by amending the state's public nuisance laws to ban the gun industry "from endangering the safety or health of the public through its sale, manufacturing, importing or marketing of guns." Unlike the other measures, this does not have a bill in New Jersey.
Closing a loophole that allows people who move to New Jersey to bring their legally acquired guns. The bill Murphy favors would require gun owners to get a firearm purchaser identification card and register their weapons within 30 days of moving here.
Other measures
Regulating school shooting drills. Through the Department of Education, Murphy wants to establish "trauma-informed and age-appropriate standards" for lockdown drills, including encouraging preparation over simulation; barring use of simulated gunshots; advanced notice to parents about planned drills; durational limits; training; and prohibiting rewarding children for fighting off potential gunmen during a drill.
